[So, at some point, if they volunteered beforehand (or, in the case of Lucina and Katara, if Lelouch volunteered them) Lief will have located your character and ask if they're available for a meeting to discuss the food situation. Assuming the answer was a yes, they'll be directed towards the longhouse.
Once everyone is there, he'll begin.]
Thank you, everyone, for volunteering to help. I deeply appreciate it, and I am certain that those who need help will as well.
There are details we need to confirm, though. First, where the food will be kept or how it will be distributed. Second, Lelouch would like to pair everyone off for gathering, unless any of you are unwilling. However, given our situation, he is uncertain as to whether to have rotating groups or not—but he may speak on that himself.
[He pauses.]
Third, if you do not have the skills to gather food but would like to learn, Bellamy and I are willing to teach. [...] And fourth—he and Raven would also like to have a few words with everyone, I believe?
And of course, anyone else who wishes to speak may do so. We are all in this together, after all.

To answer your question, yes, basically! If they don't want to contribute, they will need to do all their own hunting and foraging, and they will not be allowed to access the communal food stock at all! That is another reason why we will have a group of people keeping a gander bulb on it. If they ever change their minds and want access to all our awesome edible loot, then they can start contributing!

And what of those who are unable to gather? I realize that you and Jacopo may disagree with giving food to those who cannot contribute—and I may agree with declining to help those who refuse to even try—but the original purpose of this was to help those who do not possess the skills themselves.
Teaching them was merely an idea that came afterwards.

We will have to find other ways for them to help the effort that are within their skill set. Like organizing, or guarding our stock, or even cooking! They could also do things like make or maintain the supplies we need, like nets, bows, and fishing rods. As long as whatever they are doing ultimately helps us! Does that sound fair to you?

And if they are injured and cannot move easily?
... In any case, perhaps we should have a consensus as to how to proceed. This is not a decision for anyone to make alone.

We take injuries on a case by case basis! Since if you ask me, it'll depend on how they got hurt and how much they've contributed so far. You have to draw a line somewhere, Lief! I know you're a nice guy, but you can't go around just handing all our shit out for free. That would be spitting on everyone else's hard work!

However, I am fine with putting it to a vote. This system won't work if it's not voluntary.

I'm with Lief on this one, actually. Especially because different people might have different opinions on what actually qualifies as helping. Someone think I think is actively contributing might not be doing enough work by someone else's standards, so it seems a little unfair to base a system on something like that.

That was my original intention, actually, and why I was approached to help organise the entire group.
[ a slight pause. ]
Because I for one, cannot hunt and have never had the chance to hunt, but I can make traps and organise our supplies. Even if someone had brought up that they couldn't do the actual, physical work, i would have found something to allow them to contribute to the group.
